Shipping & Hazmat Guidance

Ammunition and energetic components move under narrower rules than ordinary parcels. This page states those rules plainly — what ships how, who has to be certified, and what a correctly prepared package looks like at the carrier counter.

The requirements below combine federal hazardous-materials regulation with carrier acceptance rules, both of which change. You remain responsible for compliance with every federal, state, and local rule that applies to your business and your shipments. Confirm current dangerous-goods requirements with your carrier and qualified counsel.

How shipping works on ArmedStrong

The seller ships. ArmedStrong does not contract carriers on your behalf and does not tender packages — the seller’s own carrier account, the carrier’s acceptance rules, and the seller’s hazmat certification govern what can move, how, and at what price.

Parcel — individual boxes through a ground network, used for most orders inside carrier package limits.
Freight (LTL) — palletized loads for heavy or bulky orders, such as bulk ammunition or multi-case purchases. Freight quotes on ArmedStrong are arranged by our freight desk per order rather than rated automatically.
Hazmat fees are a pass-through cost. When a carrier adds a dangerous-goods fee, it is the seller’s shipping cost and is reflected in the shipping charge to the buyer. It is not an ArmedStrong fee.

Ammunition ships under the Limited Quantity exception

Small-arms ammunition is a Division 1.4S explosive (UN0012 / UN0014). It moves under the limited-quantity exception in the federal hazardous-materials regulations (49 CFR 173.63 and 173.156), which removes most dangerous-goods paperwork in exchange for strict limits on how the package is built and marked.

What the regulation requires:

66 lb (30 kg) per outer package. The gross weight of the completed outer package may not exceed this cap. Split the order across packages, or move to freight, rather than exceeding it.
Strong outer packaging. Cartridges packed so they cannot shift, inside an outer box rated to survive normal handling.
Limited Quantity diamond, on one side or one end. The square-on-point marking with solid black top and bottom triangles, applied to at least one side or one end of the outer package (49 CFR 172.315).
No shipping papers required. A correctly marked limited-quantity package moving by highway does not need dangerous-goods shipping papers. Your carrier may still require its own paperwork.

What your carrier and this marketplace require — these are operating rules, not federal ones, and a seller who confuses the two will make worse decisions than one who knows the difference:

Ground service only. The regulations do contemplate ammunition by air, but the major parcel carriers do not accept it, so plan for ground transit times. Ammunition is also not shipped via the U.S. Postal Service on this marketplace.
Contiguous 48 states. Ammunition orders on ArmedStrong ship within the lower 48. Limited-quantity ammunition can reach Alaska and Hawaii by domestic vessel, but that is outside what our sellers’ ground carrier accounts and our freight desk currently handle.
Adult signature, 21 or older. Required on delivery by ArmedStrong, not by the hazardous-materials regulations. Plan for someone 21+ to be on site during the carrier delivery window.

ORM-D has been superseded — use the Limited Quantity diamond

Older packaging still carries the ORM-D marking. For small-arms ammunition the ORM-D reclassification was authorized only through 31 December 2013, so from 1 January 2014 the Limited Quantity marking is the correct one and carriers stopped accepting ORM-D on these packages. (The separate ORM-D phase-out that ran to 31 December 2020 covered consumer commodities, not ammunition — do not read it as extra time.) Mark ammunition with the Limited Quantity diamond; a package presented with an ORM-D marking will be refused at the counter.

Primers, components, and full hazmat handling

Loaded ammunition, primers, and inert components are three different shipping profiles, and conflating them is the most common way a shipment gets refused:

Loaded ammunition — the limited-quantity path described above.
Primers — an energetic component handled as full dangerous goods. They require a hazmat-certified shipper, specific packaging and labeling, and carry a per-shipment carrier hazmat fee. Primers and loaded ammunition are not combined in one package.
Inert components — brass cases and projectiles contain no energetic material and ship as ordinary parcels or freight by weight, with no hazmat handling.

Certification sits with the seller. Only a person with current dangerous-goods training may prepare and tender a hazmat shipment. A seller who is not certified should use a certified fulfillment partner or not list dangerous-goods items. Buyers need no certification to receive a shipment — only an adult 21+ to sign for it.

What does not ship through ArmedStrong

Smokeless and black powder are not supported on the marketplace.
Ammunition by air, or to Alaska, Hawaii, and U.S. territories — see the ground-only limits above.
Anything into a jurisdiction that prohibits it. Destination rules are checked at checkout, but the seller remains responsible for the shipment they tender.

Seller pre-shipment checklist

Confirm the destination is inside the contiguous 48 states.
Weigh the completed outer package — 66 lb (30 kg) or under.
Pack so cartridges cannot shift inside a strong outer box.
Apply the Limited Quantity diamond to one side or one end. Remove or cover any obsolete ORM-D marking.
Select a ground service and add the adult (21+) signature requirement.
For primers or other full-hazmat items: confirm current certification, apply the required hazmat labeling, and expect the carrier’s hazmat fee.
Record the tracking number on the order so the buyer’s timeline updates.
